Carroll has a doctorate in nursing and certification in social gerontology. She has taught nursing students and sociology students majoring in gerontological studies, as well as serving in a number of associations and boards related to aging, chronic illness and end-of-life issues. Carroll spent most of her professional life in southern Ohio and has lived in DC since 2015. She has been associated with the Waterfront Village in Southwest DC since 2016 and is the immediate past president of the Waterfront Village Board of Directors.
